Every meter is fully STS-approved. The programme runs an innovative app-based smart prepayment regime as primary, with the historical STS token regime retained as an always-on fallback.

Electricity and water meters are supplied on STS-compliant, SANS 62052 hardware (CONLOG STS / HEXING-compatible vending). STS approval underpins both prepayment regimes below — the innovation sits in how credit is delivered, not in the certified metering standard.

Why app-first? Phase 2 performance-based real-time rebates

The core reason for the app-based regime is Phase 2, where consumers begin receiving per-user, performance-based, real-time rebates — credits earned for efficient consumption and peak-avoidance compliance, funded from the NMD-optimisation efficiency gains.

Traditional STS token systems move anonymous, one-way credit onto a meter. They cannot attribute performance to an individual account, calculate a rebate per user, or credit that user in real time. The smart prepayment app is the enabling layer that makes the Residential Mine-Rebates Programme possible — while the STS token regime stands behind it to guarantee supply continuity.
